I have been unable to add/remove programs - control panel. When attempting to add shdocvw.dll and shell32.dll to registry, I get the message GetLastError returns 0x0000007e. Solution?

I am trying to fix my father inlaws computer. On log in a message comes up trying to open file c:/windows/system32/msit.exe
Then when you go to add/remove programmes there is a big black box covering most of the programmes so you cannot remove them. I think the 2 might be related. Anyone know how to get rid of it?
