Use ACDSee or Internet Explorer to open these files.
After opening in IE, right-click it and save as a bitmap file, or in ACDSee, as any format you choose.

Does saving an .art file as a bitmap alter or degrade the quality of the graphics?

Bitmap files do not have extension .bitmap , instead it is .bmp . Got it?
