I have Verizon DSL and use Outlook. I have the same issue and it is sporadic.

Verizon says it is my software, but I do not have an issue with other email accounts - it is just the Verizon server.

Re: Can't send email by Anonymous Ghost on November 06th, 2004 03:36:26 PM
Usually this is a problem with your isp blocking port 25. If your host is running the smpt server on another port (usually 26) it can fix the problem

Re: Can't send email by Anonymous Ghost on December 08th, 2004 01:41:06 PM
I "had" the same problem (error number 0x800CC0F) and it was Norton Anti-Virus "Scan Outgoing Email" that was the culprit.

Thanks again Norton! You POS!!!!!!

nevermind - new firewall config problem..
Re: Can't send email by Anonymous Ghost on December 09th, 2004 05:54:51 PM
I HAD the same error... Mine again was Norton AV 2004, and when i disabled the function to scan outgoing (SMTP) emails, the problem was resolved. Microsoft made comment that it maybe an error with an AV2004 update, but which one, it did not mention. Now all i need to do is find a way to fix the error and allow the outgoing (SMTP) mail scan.
Re: Can't send email by Anonymous Ghost on December 10th, 2004 12:09:16 PM
I have the same problem. I FORMAT my computer, remove Norton and firewall. Just use plain Outlook Express, but still DOES NOT WORK!. I called verizon, and the technical support admit that Verizon email is not easy to access via third party email software (outlook express,ms outlook, and MSN itself). So.. mine still cannot send out email. If you are residential, get an msn email account. But still using Verizon DSL.. fast enough though..

Re: Can't send email by Anonymous Ghost on December 20th, 2004 09:08:03 PM
If using Norton AV, try disabling virus checking of email temporarily. It worked for me but isn't a smart move in the long run.
Re: Can't send email by Anonymous Ghost on December 30th, 2004 09:43:17 AM
Change the port# from 25 to 26. Verizon DSL does not support port25 anymore. This does work!

Re: Can't send email (tried everything) by Anonymous Ghost on February 03rd, 2005 01:49:21 PM
All our compy's at office are giving same error - 0x800ccc0f. If I turn off Norton email scan, I get error 0x800ccc0e. Same problem at home and on other's friends compy's I've talked to. Is there something new, since this just happened to all of us and we haven't changed any settings? I have:
1) Dowloaded all updates for Windows XP, Office 2000 & Norton 04.
2) Run detect and repair for Outlook 2000.
3) Beat my computer with hammer.
4). Looked on Symantec and Microstupid support pages.
5) Restarted compy.
What now?
Re: Can't send email by Anonymous Ghost on February 15th, 2005 06:59:09 AM
Comcast made an upgrade to their server this past weekend in my area and I have been having the same problem with error code 0x800cc0f. I can send/receive intermittently and have not changed any settings.
