There is a "bug" in many versions of Microsoft's Internet Explorer that is causing errors when displaying 'secure' (SSL) web pages. Here are some suggestions to resolve the problem (please try ONE at a time):

i. When you receive the error page, try hitting your REFRESH button (on menu bar) as this may cause the page to load correctly.

ii. Make sure your Security settings are correctly configured. Click the Tools menu, and then click Internet Options. On the Advanced tab, scroll to the Security section and put a check in the boxes for SSL 2.0, SSL 3.0, TLS 1.0, and PCT 1.0.

iii. Check Microsoft's Knowledge Base... here are the links:

Cannot Gain Access to Certain Secure Web Sites http://support.microsoft.com/support/kb/articles/Q246/7/25.ASP
Err Msg: Internet Explorer Cannot Open the Internet Site... http://support.microsoft.com/support/kb/articles/Q188/8/39.ASP
Programs and Services that Use SSL or SSPI May Not Work After You Install Internet Explorer 5.01 http://support.microsoft.com/support/kb/articles/Q247/3/67.ASP
Error Messages When You Try to Log On to a Secure Web Site if Registry Key Is Damaged or Invalid http://support.microsoft.com/support/kb/articles/Q259/5/37.ASP

iv. Upgrade your version of Internet Explorer from http://www.microsoft.com/windows/ie/default.htm.

v. Switch to a better browser like Firefox.
