Internet connection temporarily 'goes to sleep'

Basically, the computer doesn't respond to any button on the screen to traverse web pages, etc. Send, for example or submit on this website. I noticed an Anonymous Ghost posting about task manager but need some 'walking through' to try to solve this. Thanks in advance for help
