when i try to go to a link i get a little sound, like when your computer blocks an ad. i am unable to go to links on web pages

i have people pc on my computer...and its accelerator.....it seems this problem just started 3 weeks...i am unable to apply for jobs or go to links....my computer will make a quick sound, show active for a second (the little flag) then stop
