No Computer Administrator

Hi, I'm having bother with my laptop, in that I cannot even change the time becuase there is only one user account open to me which happens to be a limited account! Is there any way in which I can create a computer administrator whilst having limited privileges? 

Any help will be greatly appreciated!

If you have admin password or the admin previlages can be done. Ask your bro to give you the access other wise you canot do.
