Windows comes with a basic photo editing tool called Paint.

It can be accessed via Start > Programs > Accessories > Paint.

Also, you can use GIMP if you are looking for an advanced image editor.

If you are looking for a simple editor but something better than Paint, you might want to use Picasa or Adobe Photoshop Album Starter Edition.
