local networks

i dunno how to make new local network for my 2 pc. My pc at home got by virus so I reformat it . My problem now is i cant copy files from the other computer. Could u help me on this. I really got this problem network sharing.

Before I can answer the above, please tell us:- 

When you go to network places, are you able to see the other computer?

Are you able to see the list of files/ folders shared with you?
