PC not starting when booted but after a long period it will start.

My PC will not start when first started. It hangs. I do a reboot and get a message to use F2 or F12 to start setup or use network to boot. This is followed after a while with a screen giving choice of 3 safe modes, last best configuration or normal start. None of these choices will start machine but if left alone it will start but it takes about 20 to 25 minutes for this to happen. What can I do to eliminate this problem?
